If I've got it right X is tested and is found to have COVID. It turns out that they were within y yards of Z at some point.
At that time, X may not have been infected , as far as I know the virus is not a flea so it won't jump from X to Z and at the moment people are generally not coughing and sneezing over each other.
What is Z supposed to do? Self isolate -forget that if you are self employed or unable to work from home.

Time specific is most likely, just passing by no, in their company for a certain length of time. Likely to be 5 minutes. Or two pings from a local mast Or in a closed environment like a car or small office. It has to be reasonable.
