but police already stopping caravans on their way there despite the travelling community being asked to stay away but doubt they will take any notice. Locals worried about influx of visitors.

A road block is the only answer for these travellers who think the law doesn’t apply to them, but then again they’d just camp and make a mess in another field :0(

Another problem is because it has been cancelled they have not put the usual barriers in place so people are camping alongside roads in the area.

From the Traveller's Times' (who knew!???)
'Billy Welch, Gypsy and Traveller representative for the Appleby Horse Fair Co-ordinating Group said that it would be irresponsible for the Fair to go ahead when everyone must do everything they can to stop the spread of the coronavirus.'

I wonder what influence he has?

I shouldn't imagine anyone thinking of moving there didn't know of this ancient gathering already.

Did they observe the closure in 2001 during the foot-and-mouth outbreak Lankeela?

Mamya, yes, the travellers did stay away from Appleby during the 2001 foot-and-mouth outbreak.
