not really. Problem is lots of people are stupid, or give wrong advice, or misunderstand the advice given. All govt communiques tend to be written so that stupid people can understand them, which includes hammering home the message you want to get across by repeating it ad infinitum. I can't imagine the words being left out till the advice is dropped

I agree with Bednobs too. The problem is though that the stupid people make life difficult (or dangerous) for all of us. But you have to keep repeating and hope it sinks in.
