If people attend a silent vigil it's arguable as to whether they're actually 'undertaking an activity' with others present (and they're certainly not 'engaging in social interaction'), so it might well not fall within the legal definition off a 'gathering'.

Further, if they can maintain social distancing while attending the vigil (as it seems they can in Sunderland https://www.chroniclelive.co.uk/news/north-east-news/black-matter-sunderland-live-updates-18488913 ), there wouldn't seem to be any risk to health.
Glad to see it passed off peacefully and looked well organised and also featured a minute’s silence in remembrance of James Furlong, David Wails and Joe Ritchie-Bennett, who died in a knife attack in a Reading park on Saturday.
That should worry everyone.
