I am amazed this is causing any fuss. The dog died, the owners are also now dead, the land is presumably council owned. Human headstones may be moved after time has elapsed. Removing it will prevent it becoming a vector for dissent. Its a pity that the Wail got hold of the story, better that it had been done without fuss.

there will be a lot of broken-hearted puppies, no doubt, but offensive words are quite routinely banned on headstones, and as woofgang says, headstones and graves reused, even human ones.
