I think the question mark at the end of the clue may well be leading the solver to do just that, replace 'The Royal We' with Us.

Thanks - I had thought it had to be to do with that, but it is still a bit of a stretch, isn't it? It would only be the Queen who referred to herself as "us", presumably?
