Boris has now given councils responsibility for locking down where they think an outbreak is emerging, and employers have been told that they can ( when they see fit) to invite their workers back to work, if safe to do so. Well that's a clever move Boris, because if there is another wave, bigger than the first one, you can accuse both councils, and employers that they haven't managed the situation well, LIKE YOU ACCUSED THE CARE HOMES!!
The local authorities have been additional powers but the Secretary of State can issue a Direction instructing the local authority to take action if need be.
What I want to know is why Matt Hancock didn't treat anyone in hospital- he left it those trusts, doctors and nurses. And George Eustace hasn't collected my bins once- he expects my council to organise it. And as for Pritti Patel- how many crimes has she solved? None- she passes the buck to chief constables.

@18.00 Well I must say I was impressed with Matt when they filmed him on TV with his jacket off and shirt sleeves rolled up, moving one box of PPE from a warehouse too the awaiting van, I think it was the only box they had got at the time. I've never seen a politician with their shirt sleeves rolled up before, Oh hang on, may be I have, Boris was in the hospital doing the same ,just before he copped a dose of covid. :0)
I do feel that Johnson is not following the example of his (would-be) hero, Winston Churchill. WC said " we shall fight them on the beaches" etc. Johnson seems to say things like "I do hope that soon we shall BEAT this virus, thanks to the EFFORTS of our employers and employEES who, if they USE commons sense, will prevail, I hope and expect."
He seems to me to be a weak character, always looking for scapegoats; not a leader who is prepared to declare his views and inspire people.
