Yes, if the offenders could be traced which is extremely doubtful.
That picture really is disgusting, but like danny says, how could they be traced? Human beings, the scourge of the earth.
What could Leeds United possibly have done to prevent this from happening. Fans can be asked not to congregate outside the ground in celebration but in order to make sure they don't, the area would have to have been policed. Which, I am guessing, would cost more than the clean up.
And i'm also guessing that the OP isn't a fan of the Yorkshire outfit :-/
No they shouldnt. They didnt arrange it so they are no more to blame than the council or the police who allowed it to go ahead.
Yes! Fine the club. Then put big posters up all around Leeds showing both the revellers and the disgusting mess and show the whole city who they are. Too much alcohol and no social distancing. It's as if they were totally unaware that we are in the midst of a pandemic.

The fans were members of the public celebrating in a public place. The gathering was not organised by the club, so they are not responsible.
Somebody might want to look at the method of clean up and send some machinery like a compactor truck backed up by a few yard brushes and shovels.
Cut down on the overtime and the extra plastic waste.
