Click on 'Start', then scroll down the list of progs/apps to 'Windows System'. Click on that and 'Control Panel' is second on the drop down list.
The "old style control panel is still there but tucked away. When I say "old style" I mean the W7 onwards old layout. All the W10 upgrades from day 1 have bit by bit pushed it further into the margins and I no longer miss it. However if you want to access it the easiest way is to click on the File Explorer icon in the task bar. (The orange file with a blue clip)If it is not in your task bar you will need to open it in the apps list. Depending on which version of W10 you are using either click on Desktop and then double click Control Panel. Some versions of W10 give you the option to click on Control Panel as soon as the File Explorer is open.
Swipe in from the right edge of the screen, tap Search (or if you're using a mouse, point to the upper-right corner of the screen, move the mouse pointer down, and then click Search), enter Control Panel in the search box and then tap or click Control Panel. Click the Start button, and then click Control Panel
