Help I've Got Hot Water

But no heating. First time on since last year. I had a service last year. Any ideas ?

A power cut at my place turns the heating on when the power comes back on ! I return to a hothouse ! (And the power company here drops the power more often than I've ever known elsewhere.)
Plus, a few days ago, maybe coincidentally but, as the thunder and lightning started, the RCD suddenly switched; and again, on turn on, the heating came on, but wasn't noticed until next day when the timer reached "on time" and the house had got warm.
