er mean = average
you may mean ( pun intended) median - a cut where 50% is on each side.

mean is often taken to mean (Ha!) fifty percent on each side and it dont - -- take a set (1,2,3,4,1000) the mean is 202 and you see four values are on one side and one on the other

( median on that set is 3 and yup .... 50%)

he at one point said trhe median drive to a testing station was 10 miles, then later said, on average it's 10 miles.
my understanding of median is that The median of 1, 10 and 1m is 10. the average is not 10

it's possible the median and the average are the same. (The median of 0, 10 and 20,e g.) Still, I wouldn't bet that's what he meant.
