Does anyone know what this phrase means?

If you're a member of one of the Guards regiments, it means exactly what it says. They're the guys on horse-back at ceremonies such as Trooping the Colour who wear shiny breastplates. Before going on such a parade, obviously, the soldiers have to polish the wretched things!
In other circumstances, I would guess that it means 'to get oneself ready for a big occasion'.

Although Q's explanation certainly has a pedestrian quality, I would suggest the phrase is related to Blowing one's own horn. To polish or shine one's own adornement such as a breastplate, is to make one more visibile; to make one standout of the crowd for whatever purpose. Unfortunately, I find no reference to quote. What do you think Q?

I'm not at all sure how one can call the description of a mounted royal guardsman's accoutrements pedestrian, C!
I used the idea of being 'on parade' and you refer to the idea of 'standing out'...I can't really see much difference to tell you the truth. Both have an essential element of "Look at me! Aren't I magnificent?"
(And yes, we do say 'aren't I' in British usage.)
