17 Successes. This is the clue referred to in the preamble. There's a D from Cud, something to chew, dropped (over = go upwards).
35 Hidden in the clue, reversed, Baye, so you'll spot the extra letter.

12a NEM CO[n] is the phrase to be reversed ('n' is extra) around 'start to S(eek)' - def Scots 'tenants'.

1a is the slang term for B'ham reversed ('from the East') with the 'b' extra - the wordplay doesn't give the 2nd part of the answer [def 'sound of water'] as per the preamble '...in one of the across rows; its letters are ignored...'.
