Is the Mrs Trellis of North Wales who writes letters to 'I'm Sorry I Haven't A Clue' the same as the Mrs Trellis who was played by Joan Hickson in the film 'Clockwise' starring John Cleese? Or are they different people?

I suppose there could be a connection. John Cleese did work with Tim Brooke-Taylor and Bill Oddie after all. IIRC, the screenplay for Clockwise was written by Michael Frayn, but that doesn't mean the star didn't have any input - into character names, for example.
