It would put a stop to the frauds committed by those getting a copy of the birth certificate of a dead person and assuming that identity.
If a NI number was allocated at birth and noted on the birth certificate it would be straightforward.

The UK government cannot even link two benefit claims made by the same person in different areas (despite everybody having a unique NI number). They've no chance of linking events that occur seventy or eighty years apart.
The difference between claims is that folk are allowed to move around the country and live at different addresses.
Barry in Canada and I think the USA you are given an Social Identity Number at birth (S.I.N number) and it stays with you all your life. You need it for almost everything and carry it in your wallet as ID too.
If all records were stored in one place on computer then yes it might be....or at least might begin to be...but as of now the cost outweighs the benefit.
You mean like how the NHS Number (E,W & IOM), CHI Number (S) and H&C Number (NI) allocated to all newborns in the UK is used?

Its social Insurance number not identity number -thought that did not sound right but usually it's just called your 'sin' number.

Indeed they are. But they are not entitled to make simultaneous claims for the same benefits in more than one area. When you read the details of large scale benefit frauds very often they are based around that principle.
Barry, some people don't say PIN number -I've been asked to 'key in your PIN please' on many occasions
