I have been using wax earplugs but I am a light sleeper and still hear them. I've asked them nicely but they live from 5pm till 5 am. Who does that ? Last night I put a pair of fluffy headphones over the earplugs which helped but not ideal to sleep in. Anyone think of anything similar I could use ?

I have always found wax earplugs to be the best. Are you pushing them in far enough? I once wore them through an extremely noisy party next door and never heard a thing.
I sometimes use two pairs of wax plugs together.

Yes I am but I can still hear them. They are in the flat below. Walls are thin. The neighbour next to them can hear them too.
Our council have a noise abatement oficer who helped me out when I was living in a flat. He came around and measured noise levels and took action with a letter and noise subsided and finished at a reasonable time. The letter did not state who had complained, so no repocussions on me. You could try this route.

I can just fit in one pair. I need something to go over the top of them some sort of padding I can sleep in.

I've already done that tony. But it's started up again.
Call the council again then Tamaris.
Sorry, I don't know what else to suggest then. They were definitely the best for me. Hopefully others will be along with suggestions. What about 'Related Questions' below, they may help?
I had this once, I waited till they went to sleep and then played loud music. When they came round to complain I did a deal.
Could you wear a hat that covers your ears?
You really need to get on to the council but this could work in the mean while.... maybe?

You could add extra padding? Likely to be hot tho xx
An old fashioned turntable with speakers?
Put the speakers on the floor and play something like bagpipe music or even better, Black Sabbath, on repeat, between the hours of 6am and 4pm.
See how they like it!
^^^^ That's exactly what I did, when they moaned I said I'll shut up if you do, worked well.
Record the volume and the time and send it to your local council?
Question Author
I've just rang the council. He remembered the last time. He'll get back to me.
Would noise cancelling ear buds help ?

But, yes, if it's that bad tell the council authorities.
