The other consideration is that its a two dose vaccine which is notorous for being problematic with the general public. Much easier for the vaccinator to go to places with a largely stable compliance controlled population either controlled because they can't leave (care homes) or controlled by existing work practice (army and NHS staff) people can still refuse of course but there will be less forgetfulness and all the other reasons why people don't attend appointments.
