my car has a 'flat spot' at 300rpm very noticeable under half load, what could it be

I assume you mean 3000rpm. If it is an older model, check the vacuum advance on the distributor. This basically adjusts the the timing at different speeds using a vacuum system. It's usually a black rubber pipe that pushes on near the distributor. If it has a hole in it or is off altogether, it can affect your timing.
PS also check the plugs condition and gap
