Letters or forms sent would be recorded on a system but if it's anything like those used by DWP it won't tell you if it was first thing in the morning or 6:30 at night.
Unless you can speak to the person who sent out the letter, there's no guarantee it was sent on the day showing on the system.

We'er both labour canary but its not as simple as you say, theres a competative market now for mail deliveries so its not in royal mails interest to not to provide the best possible service in the circumstances. My local dump is council run and it was shut for ages and now appointment only with limited visits allowed, thats a public service
