Just one question. If 2 separate counties are both in tier 3, can they visit each other over the Christmas period? I can't seem to find an update of the rules.

Yes. Actually over the Christmas period you can visit between tiers, but it is not advised.
The "Tier" regulations (at least in England - don't know about the rest) are suspended over the five days that have been designated for Christmas.
But travelling between tiers is not recommended.

it would take a mammoth police force to enforce all these rulings. Which we don;t have.
You couldn't get fined because it's not contrary to the law. Travelling between Tiers is not discouraged. The guidance says this:

"if necessary, you can travel between tiers and UK nations for the purposes of meeting your Christmas bubble"
