Really stuck this week can anyone help to get started please

It is a tricky one this week. Sean Newsom (the puzzle setter) does like to give some "subtle hints" though: locating the research institute mentioned in the first paragraph is relatively easy by using the hints in the phrases "the fruits of its scientists’ labour" and "Friend, munching his lunchtime apple". The setting for the puzzle is most certainly in Tier 4

I know where the vineyard is, but am wondering about the actual name, just KC, or a longer version?
