Possibly the French Revolution?

Various candidates include the Bill of Rights/Claim of Right (1689), Declaration of Independence (1776), Declaration of the Rights of Man and the Citizen (1789), and I suppose the Universal Declaration of Human Rights (1948).

Magna Carta? British Library Summary:

"Some of Magna Carta’s core principles are echoed in the United States Bill of Rights (1791) and in many other constitutional documents around the world, as well as in the Universal Declaration of Human Rights (1948) and the European Convention on Human Rights (1950)."
Human rights are made by man by passing legislation. They can be modified or even discarded. Very important not to belittle them in times of difficulty.
The Magna Carta seems good to me.
As early as the 12th the city state of Novgorod in what is now Russia had established democratic principles far in advance of anything in the west.
Not sure if that involved a declaration of rights.
And it’s not gone too well since :-)
I didn't count Magna Carta because the Rights entailed therein were largely restricted to the upper classes. But it marked a key step on the journey.

Actually there is a record. As DannyK and ToraToraTora show, it is the Cyrus Cylinder. It is first mentioned in the Bible. I was quite surprised to find this out. But there it is in Isaiah 44 v 27 & 28.
As pointed out in the link above, whether that genuinely counts as the first Human Rights declaration is, at the very least, controversial.
///I find it hilarious at times, that people criticize the Bible and says it's out of date,, it not for us today,, but when you come to analyse some other passages in the Bible, they've already had many of these problems, in there day, and therefore ,human rights was a prime I'm feeling for the people at that time,, for instance they used to have what they call gleaning for the old age pensioners, and people would be able to feed themselves with respect. And to refer to some of the other things like sanitation and keeping one self clean, from malaria, {leprosy }also, no isolation and with this co vid-19, isolation is one of the most important things today, so is the BIBLE out of date
