Internet Time limiter

Hello, We take students from different countries to stay live with us while they learn english. When they get home they like to use the computer in their bedroom. I would like to know if there is any way of limiting access to it so they have to pay say �1 for 1 hour on the internet. is there any program or any hardware that allows me to do this? Thanks, Matt
