If they are streaming live Greek TV they need a tv licence.
If they are streaming Greek programmes, but not live, they don’t need a license.

The answer allso depend's on whether there using the TV for anything else because if they are capable of receiving UK channels too then there liable aren't they?

If they watch anything live, BBC, ITV or Greek Channels they need a UK TV licence. Or a Greek TV licence.
It gets a bit complicated because a TV licence is mandatory in Greece, except it is deducted from your Greek Electricity Bill. If they are living in the UK, they are not opting into the Greek licence.
Best to use a VPN, not watch UK telly, and watch only Greek telly, while using a Greek ISP.

No, as long as they don't watch or stream live programmes.You don't need a licence if ypu watch programmes on demand or catchup apart from BBC programmes.
