There's lots of good news - infections are at their lowest since September and so are deaths. Daily admissions to hospital are down to around a thousand (compared to over 4,000 at times in January); the number of people in hospital is down to around 14,000 (almost 40,000 in January). The vaccines have shown to be very effective. But you can't be too careful. And many businesses will have to wait more than two months before they can begin to make any money (by which time many of them will have turned it in).
It isn't known if the outstanding person has even travelled, they took a home test in February and did not complete the form.

(1) The flights did not come directly from Brazil.
(2) The only information the authorities have is that provided by the passengers. The one who is untraced did not complete his "passenger locator form" correctly. That's the offence for which Mr Hancock suggested ten year prison sentences would be imposed. So whoever didn't complete their form properly is hardly likely to be forthcoming.
