"Block Sender" Not Working On Outlook

I no longer wish to converse with a certain person, so the last time they contacted me, I selected "Block Sender".

However, this instruction hasn't worked and I'm still getting e-mails from them!

HELP PLEASE!!

Perhaps they've changed their email address - so Outlook won't block the new address?
