Appalling news. The denigration of males began ages ago. From what I gather, things are very different with kids today than in my day (even since I stopped teaching in the 2000's) but one really, really must not tar all of one group with the same brush. The Head should probably be sacked. I am the mother of daughters and have a fairly difficult grandson, but this should not happen to boys.
