If the singers appear to be miming, it's either a sync problem with the Eurovision feed or with your telly. The rules state that all singers must perform live (with the obvious exception of acts who can't appear live on stage due to someone having tested positive for Covid).
If any on-stage musicians appear to be miming though, you're absolutely right. The rules prohibit instruments being played live on the stage.
