Pre-Germinating Runner Beans.

I'm presently doing the above. When planting the beans into pots, do I put the shoot to the top or bottom of the pot? Or doesn't it matter?

They even sometimes push the legume husk out of the soil. I am in a quandary here. My Broad Beans and Peas are well ready to go out but the wind and rain is heading this way so I have to hang fire for putting them out. The danger is that they become rootbound and bolt/"go leggy" before it is fit to put them in the ground.
