I think it means a bit rich / expensive
Hmmmmm... far be it from me to disagree with Noneck, but my understanding of 'minty' can be translated into the more modern word of 'minging'.. although as you are spelling the word with a capital letter ie 'Minty'.. do you mean the nick name for the bloke on Eastenders.... if you do, they call him 'Minty' cos he is a lazy git who loves his bed and you cant get him to work till 'after eight' ..hence 'Minty'...geddit?... not a lot of people know that.. blimey, thats a quote from a film! I'll go now I seem to be rambling on a bit :o)

Having check, I find minted means wealthy, mint means excellent but minty means scruffy or dirty. Though I have never heard it used in this context.

Having the flavour of mint.
Minty meaning scruffy, dirty or minging used to be fairly widely used in Dublin but not by the middle classes. e.g., "Jaysus, it's minty," Not heard so much any more.
Means smelly to me and I hear it used quite often. Not about me you understand. I'm sorry I started this now, I'm going....
