Ratter's right, but I do remember reading (quite a while ago) about someone who for some reason was stopped by the police whilst driving barefoot. The police took the line that they weren't in control of the car because they were barefoot. The 'due care & attention' case went to court, and if memory serves, the defendent was found not guilty.
I'd be careful doing that as it's harder for example to hit the brakes in an emergency and it could be argued as mentioned that you weren't in proper control. Also not a good idea from an accident point of view as your shoes provide a certain amount of protection, especially in low speed impacts.
Could go the other way of course and do like me driving in steel capped work boots which would make sense if I didn't work in an office all day. Good for accidents though.
