We haven’t been told, as far as I can see, in what areas Covid is rising, and what age group. Is it mainly younger people who haven’t been vaccinated?

The number of cases is irrelevant. All that matters is the number of hospitalizations and deaths. We'd be locking everything down every year for the common cold otherwise.
