With the Android oneplus 9 cellphone, are the apps “Google voice” and “messages by Google” built in and the only apps that send and receives call and texts? (Aside from downloading 3rd party apps) Also, why do some messages or calls show up on your service providers phone bill and some do not?

I have an older OnePlus and I receive my calls and texts through the apps installed by my data provider.
As far as I know Google Voice is only available in the US.
