Two observations from me:

A. We tend not to do people's coursework for them here ; and

B. Your question is completely meaningless anyway without whatever preceded it on the page, as we've absolutely no idea what "these rights" refers to!
we are not an essay mill
Your course - which presumably is constitutional law - will enumerate the govts rights
and you are asked to compare to the rights of those governed, only important now from the Human Rights point of view

I still think you should read Hohfeld ( article on wiki ) any right induces a duty ( juridical correlative)

and your lecture cases.

explain specific situations - this is usual - you just cant say - "boat people from France" you should state with cases the right of the goverment to maintain its borders ( or is it a duty? see Hohfeld) and the right of people to come here without papers if seeking asylum - of which there are literally thousands ( of law cases) - and whether refugees or economic migrants are covered with the same cases
