Married to who she was she would have spent a lot of time discussing these issues as they were close to his heart. Add in her son's interests It's quite possible she has spent a good deal of time in private with many experts especially finally in view of the huge amount of land under the Crown's stewardship and the huge amounts of energy required to run the royal residences. I would imagine she would be able to give a well informed opinion if allowed.
