cd rom wont recognise new disk

When I put a new disk in either D:or E: drive Windows Explorer or My Computer will not recognize the new disk until after several closures of explorer or My Computer. Quite often I will end up with Explorer showing multiple instances of the drives if I am using a number of disks. The only way to resolve the problems is to reboot the computer. the problem also occurred when I was using Windows 98
