Yes it does depend on your definitions but they are not compulsory. They are a "condition of carriage". But more than that the condition is totally unenforceable. A passenger without a face covering who is challenged has only to declare he is exempt and the staff member making the challenge has absolutely no power to demand proof of that exemption nor to deny travel. They can call the police who do have the power to remove the passenger but they must have a good reason to suspect that the claimed exemption is not genuine. However the chances of them attending (or of the staff member delaying the bus or train) is remote. The mask mandate in London is a political gesture by the Labour Mayor to signal his greater virtue than the Tory government and it is a totally toothless animal.
