I know of some times when it's too as in 'Are you coming too' which can be used instead of also, but when else is it used?
Is there an easy way to remember without knowing what is a noun, a verb, a pronoun or anything else I can't always get my head around?
Can you give me some instances where you would use too as in 'Where was it delivered to/too '?
Times when it would be used when it doesn't mean also.

Too complicated, too easy etc.

Ellie that's helpful to know, instead of very.
Surely English must be one of the most difficult languages to learn.
"He's coming, too." meaning he's also coming.
"He's coming to." meaning he's waking up.
/'To' is used to show motion, eg "I'm going to the shop."
'Too' means 'also' or 'extremely', eg "I would like to come too but I'm too tired."/

'Where was it delivered to?'
What place was it delivered to? /To what place was it delivered? 'Too' would be wrong there.
Where was it delivered to? (not too).
Think of it as , /To which place was it delivered?/
too means also or excessive.(adv)
to is correct in "where was it delivered to?" - to can mean a limit condition or direction.

Ken, sometimes if you're not sure, you can change the way you say it as in He's coming as well or He's coming round now.
You need MORE THAN 1 ‘O’ if whatever you are describing is MORE THAN just the basic adjective .. eg too early, too thin, too expensive etc

Thank you all for helping me to look at it in a different way.
Too means very or extremely

Its too cold
Its too complicated
I was too tired

OR it means also
Barsel's coming shopping too
We had snow too
I was tired too

Otherwise use to
It was delivered to number 5
I was sent to deliver a parcel
Its a long way to go
