i thought children under a certain hieght had to sit on one....so why the important speaches now, any good parent would ,

The biggest problem with this law is that it'll cause a lot of problems for people doing the occasional transporting of kids say a friends kids from school if the car breaks down. Now they won't be able to do this unless they have one of 4 types of seat/booster in the car just incase.

There was also a lot of talk of children upto 12 having to sit in booster child seats which made it sound like essentially a baby seat. It seems that from about 7+ only a booster cushion is required.

Finally, since this requirement came into force very suddenly it seems, it's taken everyone by surprise.

It's going to be very interesting seeing how much time the police actually devote to this...
The regulations apply to children under 135cm. I don't know why this has suddenly become a 'legal' matter, I'm sure it has been in the Highway Code for a few years now, perhaps it was just advisory?
Seems to me just a way for car seat manufacturers to increase sales!
there are exceptions which allow for the 'emergency' transport of a child as you mention.
1) in a licensed taxi or private hire vehicle;

2) if the child is travelling on a short distance for reason of unexpected necessity;

3) if there are two occupied child restraints in the rear which prevent the fitment of a third.

In addition, a child 3 and over may travel unrestrained in the rear seat of a vehicle if seat belts are not available.
