I Live In Chennai And I Feel Very Unsafe Living In My Surrounding, People Around My Home Are Very Bad And Creating Nuisance All The Time. Peeing, Drinking, Throwing Garbage's Around My House, Fights, And Shouting. What Should I Do?

I even raised complaints to the police, but as usual police or other officials didn't bother. If my mom or dad ask those people not to do so, they shout back saying "I am not peeing inside your house, I am peeing on the road and this is not yours", they also use bad words all the time. i want to leave this country and live peaceful with a decent environment. I heard Japan is the best when comes to discipline and minding their own business. How to live there?
