She could have taken them to her local Spoons and had plenty change out of £100 rather than buy French and Spanish and pay £1000 +.

Well no. Firstly for security reasons, and not just hers, they would have to close the venue to the public and secondly which would cost far more. Secondly, when entertaining foreign dignitary's you dont really want to look like a skinflint.
