How To Fix Blurred Out Pixels

What if one ur Old Photos from more than a Year ago. Is very blurry. But not in the Blurry smooth sense. The sense where the Pixels stand out, pop-up, and the blur is in one spot. Would I be able to fix an Old Photo of mine?

However that website use Artificial Intelligence software to fill in any gaps and often does so remarkably well. I've used it many times.

I just tried on this Chris;

but the large pixels remain the same. I've tried to get a better picture from other searches, but can't, I think if the original photo was of low quality there isn't much that can be done.

It's hard to predict how well that website will handle certain types of image, Khandro. For example, it's not much good at enhancing video screencaps but I've achieved some excellent results with it when looking to improve old scanned photos.
