Does anyone remember in the late 90s a women fashion style where trousers are worn over with a short skirt? What is it call?

I remember seeing this worn by, I think, Claire Richards from Steps when they appeared on Top Of The Pops on one of their performances and would also love to know if anyone could give me a link to that particular video.

that was an old but very classic and charm style of women. that time women were wear very attractive but classic dress.
