Puts me in mind of the tale, doubtless apocryphal, about Churchill and condoms. During WWII, allied soldiers in Norway used to put condoms over the barrels of their rifles to keep the elements out, and Churchill received a requisition for a package of 18" condoms to improve their efficiency. Churchill knew that they would have to travel through occupied territory to reach their destination and, so it is said, would only sign the requisition so long as the boxes were stamped "British Standard Issue (Regular)".
