packard bell help

my brother has a packard bell pc
he's had it in storage for 3 weeks while he moved.
he turned it off then packed it nothing out of the ordinary
now hes moved and put it back on it wont start up
the screen comes on etc and the keyboard lights up but nothing else. he said when he turns it off again he gets all speckles over the screen before it goes off but the lights on his keyboard stay on
any one with any ideas as to what might be wrong

First things first.

Disconnect everything. Unplug all the cables.

Now reconnect everthing, carefully, making sure all the cables are connected properly, in the right places.

Try again.

Hopefully it will work.
