How long does it take to preheat an electric oven?

I have a new oven. I put my fish in and 20 mins later....still raw!!! Not amused! It heats from the top and bottom and I did have a container on the floor. Could this have hampered it? It isn't a fan oven. Damn!!!

does your oven have a red light when you switch it on? if it does...you have to wait until it goes off and you know that the oven is at the temperature you require!

also and i'm not casting aspersions here, my new oven i switched in on and waiting for it to preheat, after half an hour i realised that although i'd turned the oven on i hadn't set the thermostat :-( ( a dif is probably the politest thing i called myself)

And with one of my cookers, when new, I couldn't get the oven to work because I had inadvertently set the timer.
