Fungus on hedgerow, is it dying?

We have a a long hedge that borders next doors property. It belongs to us. I have just noticed that it has a type of fungus (algae?) at the base of part of the hedge. It almost looks flourescent and is a light green colour. I cant seem to find anything on the web that looks similar. It is not a privit hedge. It has a mixture of Hazel, Hawthorn and a couple of other things that i do not recognise. It has been there for years and the birds love it. Its not dying is it?

Hi auzzie, Judging by your description, it looks like what you have growing there is Lichen (normally pronounced Likhen)Its similar to algae and is harmless to the hedge and is in fact a good indicator of clean air.
Your right about the birds loving it too, some birds like the Long Tailed tit use it that and spider webs to build their nests with. Good Luck Tbird+
