It's from about 21:08:30 and the glare from the headlights obscures the number plate. The driver has broken the law so give the footage to the police and let them see if they can identify the registration number. If your policy requires you to report any accident (virtually all will) you'll need to do that even if you don't intend to claim.
You should also let them have the footage to see if they are able to trace the driver.

Many video play software packages allow a freeze-frame (photo) to be captured from the video. I suggest you try this and see if you can identify the licence plate number by enhancing the image (using zoom/contrast etc). But looking at the video, I doubt the resolution is good enough to identify a licence plate in clear daylight.
