You Bank pays. Most will be Bank to Bank so cancels out, its just the non Bank machines that your Bank pays for. At some point I see 'free' banking going, to be honest I really dont understand why it has lasted so long. When I was in NY my account was only free provided I kept $1500 balance in it. And no teller either, that was extra.
