The main harm that arises from cannabis is because of the fact that it is illegal. Alcohol was banned in the USA and that led to the gangster culture of Prohibition. Alcohol provokes violent behaviour whereas cannabis is the opposite. Illegality results in criminal gangs trying to make money from its provision. If alcohol were to be discovered now as a new drug it would be treated as far more dangerous than cannabis.
